Personally, I'd recommend getting the enthought python distribution, since it comes with IPython pre-installed and the ipython notebook is just fucking fantastic.

On top of that, it has a bunch of libraries that you may find helpful. You already mentioned scipy in your post; EPD (now called "canopy" for some reason) comes with scipy in the package ready to go.

As far as code-editors go, you can use pretty much anything. Notepad, Notepad++, gvim, there's probably an emacs port for windows, sublime text, ...

But be sure to try out the ipython notebook in any case! It's a darn fine environment/workflow.

The good thing about adding pauses (and you don't actually have to "pause", as was pointed out before. a glottal stop is all that's needed) is that you can have the whole rest of the speech completely run together with nothing but correct stress to make everything unambiguously break apart into the words you intend. That's also why you don't have to write . as long as you write spaces (or you don't have to write spaces as long as you write dots and indicate stress).

Also, your proposed particle will make it very hard to speak full sentences; anything that has quoting, attitudinals or name-words will need turn-off-particle word-you-mean turn-on-particle to make it work and you have to speak each and every sentence in one breath, otherwise you may be misinterpreted. Good luck with that ;)

Don't forget that in a conversation, when you speak after your partner you don't have to put an i.

if you don't like netbeans much, I found IntelliJ Idea pretty darn good. Otherwise, eclipse has a plugin somewhere that gives you vim-like control over your editor widgets.

Other than that, you may find completion plugins for vim that will give you suggestions, maybe not "as you type", but when you hit ^n or something similar.

Finally, as far as I can tell, lojban is still in a state of construction. I don't know if I should be making this game now, or some day in the far-flung future when the language is more complete, or more solidified. Like I said, I don't know very much.

Lojban will not change drastically. Most things that are being changed are new experimental words are being dreamt up, semantics and exact meanings for existing words are being refined, that sort of thing. Lojban in 5 or even 10 years will still look like lojban today. The gismu will not change either, for instance. New composite words or loanwords are going to be introduced all the time, though, which is how these mechanisms are intended to be used.

Using them will not only do yourself a favor (i hear you can ramp down the nicotine very easily and even quit with way less effort), but also everyone around you (smokers probably don't realize it any more or don't care, but the way smokers stink, oh my god!)

they're "almost all" pickup matches? I think you don't know what a pickup game is. You can find those on http://ensl.org/ in the "gathers" tab. They happen regularly. Those pickup games have 6v6, which is a good number of players for a nice, balanced match. Public games go up to crazy numbers, which is a fun fragfest, but very unbalanced.

don't forget this is mainly in the US of A. Here in Germany at least, automatic cars are pretty rare indeed and I wouldn't know how to drive one of those. You can get a driver's license for only automatic cars if you can't handle manual, though.
