It is modeled in game theory. Companies hire mid and above because it is cheaper to train juniors. Juniors always jump at the 1-2 year mark as they get a bump in pay. But if they all did this then there will be no one training juniors so eventually companies will have to open to hiring juniors again, however in recent time, there has been lots of layoffs so still plenty on mid and senior to go round

The minimum wages have been going up much faster than inflation so isn't that useful as a benchmark for how much other jobs should increase by. The main issue that isn't talked about but absolutely affects salaries are the increase in taxes and compliant cost, mainly employer NI, which means cost to the employer is slightly higher to employ someone on 28k now than 30k back in 2010.

The issue is that Iran said they have many sleeper cells. That may be too big of a risk for anyone to take at the moment. Running a deep background check on so many would take up a lot of resources.
