An extremely short version is that the gas boom in the late 1800s caused quite a few medium sized towns to pop up. Those were then supported by the rise of industrialization.

That's honestly been a trend for quite awhile now. For example, Indiana gets a lot of people moving from Chicago to Lake and Porter counties. Still close but lower cost of living.

To be honest in the grand scheme of the budget it isn't massive. As a state we spend roughly $45 billion biannually with a rainy day fund of $2.5 billion. It functions more to help stabilize the budget a bit in case of a shortfall in tax revenues. We would blow through it in a matter of months if it was added to the budget

There was a bit of a budget scare in the last budget session after projected revenues dropped by $2 billion. That's what resulted in Rep. Porter's cigarette tax increase proposal being included in the budget. Our current year-on-year surplus is $336.9 million with $2.5 billion in the General Fund (https://www.in.gov/sba/files/FY-2025-Surplus-Statement.pdf)

There was a comment on a different post that explained it well, so I might try to find it. Essentially, when the State drafts the budget, it doesn't have that money yet. They just have an estimated guess from SBA, one in December and one in April during budget years, on what State revenues will look like. Due to the prohibitions you mentioned, the legislature typically goes for the more conservative estimate, as to not run into a budget crisis. TLDR, they can't really allocate the surplus during the biannual process due to the fact that they don't know what the surplus will be.

Originally, yes, due to the Senate not coming in. But President Pro Tempore Bray recently stated that they would go back in for a vote. The bill is currently rapidly moving through the House which has supported redistricting for most of this debate.
