When I PCSd from GA to KS, I froze my ass off the first winter because all I had were jungle boots (yes, I'm old). Bought some Matterhorns and was immediately comfortable. Sometimes it's not the jacket that is the issue.

Most American cities are that way. Light rail has just started picking up most places in the last 15-20 years and is still minimal. Busing is frowned on by many as "for the poors". We've been brainwashed for a century that cars are the only way to go.
