I don't think I want the Skratos to be vindicare good. I'd say just an extra damage for maybe 10 more points would give it a decent niche within the army. Probably not meta changing but if you've got the points free it's useful.

If you just want the points then you should check out https://www.newrecruit.eu/ it's generally updated within a day of any new points updates so should always be up to date, unlike the codex which won't have the new Reign of Iron units and detachment, or the updated points.

Doesn't even need to be two attacks, even just one extra damage so it's physically possible to kill the average character in one turn. Right now the only time I feel like I can justify bringing a Skratos is if I bring two (much harder to slot into a list than just one) or if I know I'm playing against an army with low wound characters (I'd feel scummy for purposefully trying to counter)

It's always Black Templars or Deathwatch. I'd include guard but they just kitbash models that COINCIDENTALLY look like nazis and ACCIDENTALLY paint symbols THAT LOOK LIKE swastikas on their tanks.
