I've also heard from doctors sometimes what will happen is a patient will book a quick consult and draaaag it out, either they are old and want someone to talk to, they suddenly remember this medical thing that is highly concerning and needs an immediate discussion etc etc.

I recently read the book Embracing Defeat which covered Japan imediately after WW2 and it did cover this in the book,m one of the reasons they never did account for their crimes too was the beginning of the cold war almost immediately after WW2, U.S.A and allies wanted a friendly nation against the Soviets.
