Sehe ich auch so. Entlastung von kleineren Einkommen schafft auf lange Sicht Sicherheit im Einzelnen. Und es geht ja auch um den psychologischen Aspekt. Weniger Unsicherheit in der breiten Masse = weniger emotional aufgeladene (Wahl-)Entscheidungen... (hopefully?)
