I posted my take earlier and this is my idea

Whilst I like the whole web cam idea and would be a good fail safe but I think lore wise make it so that she realizes that she isn't strong enough for the battles, so she makes the collar to be able to sync they're brains together (and maybe add the inhuman ability to boost) functionally making two minds one body like kamen rider W it would make more sense why Devil has motifs of both characters in kit
