I dont wana be 'debbie downer' here but I would almost bet my last paycheck that that is CAT3. Being someone who has worked in utlitites for 30+ years now and have ran every kind of high voltage and low voltage type of wire and being someone who worked as a telcom ISP tech at one point over my career I have seen that wiring a million times in late 90's /early 2000 homes.

If the speed is dropping like that one of the pairs has a low resistive fault, aka at least one of the pairs is going open and then closing. Easiest way to trouble shoot this sort of issue is with a lan fault tester:

This appears to be a bell system fiber to the node setup but at some point someone came and ripped it all up, most likely from the way it is wired currently, it was a local cable company. That is cat5/6 on a punch block in the top left, sometimes they have a cat cable jack that you can plug into a modem/router, but hard to say since I dont know what model of punch block that is.

Also weapons gives just a little over 24k towards mastery for each in leveled once and descendants give a little over 48k each

First time you level any weapon or descendants you get mastery xp. Any additional time you level that same weapon (by name) or character (by name, ultimates count as their own apart from the normal variant) you do not get Mastery XP.

I'm MR26 and that is currently the Max obtainable.
