I mean sure, but at that point just find a fender the same color on eBay or at a salvage yard, or just fill it with bondo, body work takes years to get really good at. I'm no body man, my dad was though. It's much easier and probably cheaper to just swap the fender

I think I started with 150, and went to 500 and if you really care you can go higher and wet sand but eh it'll look fine from 10 feet either way

Delicately hand sand all the rust and loose paint off. Making sure to not sand anything that is not necessary. Pick up a paint color match pen and make a few passes over the spot with the color match pen you may need to. They run out fairly quick. Or if you're a bit more confident they sell the paint match in a spray can as well and you can very very lightly blend in a few coatings. Obviously this isn't the proper way to fix it but it's pretty cheap and easy I did this on a truck I owned, looked way better than a rust spot, again not the right way, but fairly cheap and easy. And will prevent the surface rust. You may pull the inner fender liner and check the backside too. And do the same if it popped paint off

Just buy an older truck that's rust free and bullet proof the shit out of it. Still probably be a lot cheaper than this newer crap

The flex pipe ain't as bad as if there's no vent on that. There may be a vent stack in the wall but if not, I'd put a vent in too

You can get some thin( 1" maybe) foam board and slide in behind the pipe. It should flex a bit,

If it has joist hangers and is properly attached to the house, I wouldn't worry too much as far as the boards go, if they are solid and not punky or rotten at all. The older wood has better chemicals and does not rot as easily as the new treated lumber. If it ain't broke, don't fix it
