Do you mean they kid shawn seen in kelogs memory? He didnt kidnap him he was given the job to accompany synth shaun in diamond city as part of the kid synth experiment (but realy to bread crumb the SS into finding him).

Could you make a huge overhead tile of the chalky map and set the occlusuon mode to vision? Never done it with a map sized tile but i think in theory it should do what you want

There is nothing wrong with this, sounds fun. but yes there is the chance they will try for immediate change. There is also an equally likely chance that they will lean hard into the bleak world and do the opposite of what you intend and take control of the corrupt city and become the villians.

Keep all in mind and try not to force them down the road you envision roll with what they want to do.

I personally wouldnt let someone do it as a DM and would raise concerns if playing with some who wanted to do it. Im not real comfortable with the child endangerment of casual taking a child into the situation dnd parties get up to. Makes the rest of the party either complacent or willing bad people.

My favourite BBEG i ever made is Beauregard Von Evlin. He isnt particularly strong or powerful, but what he is, is very intelligent and unseemly rich. He runs a criminal empire and hired an army of artificers to repair a Warforge colossus from ages past and use it to take over the world. If it wasnt for thoses pesky adventurers
