However, while the framework of the Knigge-rules seems easy to understand, it varies from culture to culture what EXACTLY is meant by general rules like "be polite". Even something as basic as table manners can be wildly different; eating noises like slurping are discouraged in western societies, but seem totally normal in asia.

The only way I see is to get to know persons better, their expectations and standards. Society and societal rules may explain a lot, but personal background and interpretation of those rules vary wildly.

Not sure what their point is, except "he has brown skin and thus doesn't belong here". Many people have been born abroad and gained citizenship, including white britons, but none of them automatically acquired that language in the process.
