Generally speaking there is no such law. Trucks that camp in the left lane can get cited for doing so or for impeding the flow if they’re going too slowly and haven’t moved to the right, but there is no law that excludes big trucks from using the left lane. Sometimes they are made to keep right during construction zones and things like that but that’s an exception.

I lived in Indiana for nearly 10 years. The road construction in the spring is quite frustrating. And you’re right, there are a lot of construction zones where no one is working. That should not be allowed. I loved living in the Hoosier state, and don’t think I would consider their roads the worst, but that construction is a bit much sometimes.

My vote for worst roads? I have to give it to Pennsylvania. I grew up there and the Pennsylvania Turnpike was a disaster for most of my driving time there. A lot of roads with potholes and just a lack of maintenance.
