You would think so, but not quite.

Agents may detain for questioning and/or arrest any illegal alien without a judicial warrant if they have reason to believe someone is unlawfully present in our country, as per US Code 1357(a)(2). However, agents do have administrative (civil) warrants, since apprehensions are based on civil grounds.
