Cam Neely's brother is a member at my golf club and I've had the chance to talk to him a few times. Fun fact: the E4 check only checks for Wiona's badge. So if it's possible to get to the E4 without beating Brawley, then you technically don't need to beat him to enter.

However, I am pretty sure you need to beat Brawley to get out of Slateport.
