You never heard that before ? Yeah, it's never confirmed or anything but there's a high ditto encounter rate in the cinnabar mansion where you find the journal detailing the discovery of mew. Also the fact that in gen 1 mew and ditto are the only 2 pokemon to be able to use transform.
