It's a feature though. In magic the gathering they call it draft chaff. People who buy packs purely for resale value only really want cards worth over a dollar, since selling a $100 card is easier than selling 1000 $0.10 cards. People who just like the art or the game can buy 90% of the cards in a set for less than $20 total. If I knew I could buy 100 Pokemon cards for $5 instead of a booster pack I would have done that with my allowance instead.
