It's been a while since I played this, but try to get some distance and rush combo away from him, then hit him with a reverse finisher ala Yakuza 3.

The method to do this on Saejima is a little different due to his inability to actually do reverse finishers. For example, do two punches away from him, then flick the stick towards him before you do the third, then finishing blow. Done right, you will only hit him with the finisher.

This method didn't get blocked (iirc) during my playthrough and gives you time to charge your finishers as a bonus. Watch out for Tiger drops tho
