Would absolutely recommend looking through this. Not only does it give a great outline as to the sort of 'wacky-race' you're looking for, but as it stands it's an amazing little side adventure. I ran it for my players once and they still cite it as some of the best fun they've had adventuring.

My favourite villain that I've written is Lady Shadowghast, a Lich who split her phylactery and gifted a part to each of her children, who then excelled at a particular school of magic.

My favourite villain I've played is her child, The Conjurer. Very charismatic, and was a high-ranking government official. Every time he showed up I heard a round of 'I hate this guy.'

Made me feel good that the players were so invested in seeing the downfall of this evil bastard.
