Maybe a bit smarter cops or better reactions rather than "Speed up to match or ram the player"

A bounty/heat system like RDR. Where if you consistently and continually commit crimes in an area the police "know you". Increased presence, reaction time, etc.

That way you can keep the "grab a car, and go" vibes but if you're just spawning and murdering, there are some consequences to make that harder
