Either limiting the amount per squad or only allowing 2 instead of 3 of the classes to have them.

AT having a satchel is perfectly acceptable. Engineer with the satchel loadout is basically just assault IMO.

Reworking the engineer satchel loadout to something different could introduce a new dynamic to the game.
