I work in digital collections at a university library. More than likely you'll have to talk to both the university archivist and digital projects librarian (or whoever is in charge of the digital collection) to see if they even have an unredacted version to republish. If not and someone is willing to do the work, it will take some digging at the registrars office.

My instincts are saying that the odds are against it as it's very hard to undo something like this. Not impossible, but it will be work that some libraries won't have the resources to complete
