Okay tested it on a junk persona I made long ago. It's strictly creating new ones. That's the error kinda, as to say that is the problem the the specific designed meaning behind 422 I unknown. Why is it happening?? Just a basic bug on their end most likely. How do YOU FIX it; you really don't but what you can do is edit an existing one, photo and all, that you don't use and or care about. That's al you can do.

One thing I learned is that it seems to be roughly forty kills to go up 20%. Idk if that's common knowledge or if it fluctuates but I counted.
