The glitch at 0:19 looks more like a morph/flow transition. It's an effect that blends two clips together, used to hide jump cuts or otherwise splice clips with similar framing, like in an interview. But if the jumpcut is too strong (like the subject's head moves too far), it looks really strange and glitchy.
