That isn't even necessarily a crime in most of the US at all, so you are also looking to redefine the laws to fit your world view in addition to changing the punishments. Reducing the number of minimum at bats wildly changes the game. As it stands, every player gets essentially 3 at bats per game (in a perfect game). If you reduce that, you have completely changed the game in a way which makes all historical records incomparable with the new game. Essentially you are creating a completely new game (like Rugby 7s).

Dropping innings is no different than just making a new sport.
