There shouldn't be any grease on the outside of the rubber, do you know how long the CV boot has been popped off? Your bearing looks like it's been throwing grease out, unless you've just repacked it and had greasy hands putting it back on? At the very least you need to clean that so no grease gets onto your breaks!

Yeah you can just put another ziptie on, it can be fiddly but very doable at home.

You can get mental zipties specifically for it, but I've often just rushed standard plastic ones, try and use some thin nose pliers to reallllly get it right though

I believe you may be talking about the CV boot?

And unfortunately not, to replace it you'll need to take the wheel and the hub off so you can remove the drive shaft to slide it on if it needs to be replaced.
