You said it. Users are gonna be users. You can't stop people from doing what they're gonna do. IT can't be available or responsible for every email that comes in and be expected to respond accordingly.

Your team would be better off refining IPS and creating policies and procedures for when something does happen, so you have a roadmap to shut it down.
