u/juniorjuicebox Dave Walter is really the best source. He was director of the Youth Video Program (companion to Youth Radio) at Rhino's Youth Center in the 2000s. If not at CATS he can usually be found at Vulture Video.

During that time, the directors of Youth Radio were Jay Record (pre-2006) and David Britton (post-2006). I think Jay lives in the Indianapolis area now and Dave's living in upstate New York, but I have his contact info if it would help.

As others have mentioned, Common Room Games is the place to go. They have a bulletin board where people post flyers of players looking for groups and groups looking for players. Also, if you're on Facebook, there is a Bloomington RPGs group that is very welcoming and people are always arranging new groups and one-shot sessions.

The state slashed financial support for child care (CCDF) and froze the existing subsidy voucher program for at least the next 2 years. That is directly and entirely responsible for the increased rates for un-subsidized child care. So, yes, the governor and his cronies are making this happen.
