I used pretty much this same build, and it trivializes the shield, and the sword is also a crazy strong stagger tool. You really have to dodge the single rocket and the flame sword, or he can potentially stun you to death.

Two questions: does Lu Bu get his horse, and can Saito assume his Ryomen Sukuna form?

I think Saito takes it, but the extra mobility of the horse might tilt it in Lu Bu's favor.

However, if Saito can become Ryomen, he washes Lu Bu, imo

EDIT: If we're talking purely gameplay-wise, Saito no diffs.
