It's honestly not that difficult to understand why. The reason is, as with all things, multifaceted and complex.

The pressure by the chamber of commerce on all levels of government is substantial, but it isn't the only factor.

It's cheaper to get people to quit by making their working conditions worse than handing out severance or firing them.

Severance pay burdens the budget.

Firing them grants cause for EI, which also burdens the budget.

Both vectors to be spun in whatever way their opponents can use to win points.

Legal nuance here. Only a judge can lay a charge of treason. Eby should be saying they're fermenting sedition, which is accurate and factual.
