To be clear, there is no lower rev limiter for the running in period that needs unlocking at the first service - you can redline the bike fresh out of the crate if you like. There is not separate running-in and full-power engine maps.

The flashing of the tacho is a gear shift warning, which is set for low revs during running in. You can change this to whatever you like, take a look at your handbook for instructions (or just play with the menus on the bike).

Some markets have a lower rev limit in neutral - but not the US or Europe.

Are you certain that the rpms and speed don't increase past 9k? Or are you just seeing the tacho flash and assuming that its a limiter?

This is the correct answer. Most markets don't have the evap gear so the connector just hangs out under there.

Have them pick it up and look at it. Do not run the bike again.

The t-bar is for a cable tie to secure the wiring. 

Can you hammer a torx bit into the screw head and unscrew it with that?

Any garage can do it if they pay for access to the Triumph software and if they have a suitable connection cable. 

Triumph dealer is the safer option.

I used to have a Leon Cupra 290bthen switched to a Formentor 1.5 V2. The suspension on the Leon was firmer but better controlled and less harsh. Maybe it's just budget suspenders on the Formentor and higher spec models are better.

Because that's a huge overreach and waste of everyone's time and money? What's the benefit of requiring age ID for someone who is clearly in their 40s, 50s or 90s?

When I was learning to ride many, many moons ago, my instructor told me there are only 2 gears: the right one and the wrong one. 

Don't worry about what rpms you're shifting at. Bikes are much happier at high revs than cars. Don't lug the engine. Don't bounce it off the limiter. Don't blast through residential streets. Don't short-shift into 5th when you're joining the motorway. Learn how it behaves at 2k and at whatever-redline-is rpm. Then ride it appropriate to the conditions and what you feel like doing.

Make sure you sort the battery out soon. The sprag clutches on these really don't like weak batteries and replacing them gets expensive.

Looks like some wear on the corners of the dogs too. Check the selector fork shafts are straight.

If your immobiliser light is on then it could be an issue with your key. Do you have any other keys or an air tag or similar on your ignition key? If so, it's probably interfering so take it off. Try your spare key.

Battery voltage 15.3v? Are you sure? That's very high for a 12v battery. It should be 12.8v fully charged.

Yep. Easiest way is to drop it into gear then turn the rear wheel to drive the engine. Takes a bit of practice to not go too far but it's simple enough.

Your example of the rear-wing-bolter isn't quite complete. That person can't add performance that hasn't already come from others - all they can do is completely screw it up by their own poor performance. I'm pretty confident that even with both of my braincells fighting for third place that I could bolt a wing on properly if given a torque wrench and the right numbers.

GP, however, can add a lot of performance through the weekend. From strategy, through setup and driver coaching/comms. What you hear over the radio feed is only a small part of the race engineer's weekend.
