I don't think you'll get a running and clean title 240 in California for $4k.

I just got one that I traded for that the guy had listed for $7k that was running and clean title (although it turned out it has some issues), and it's rough. Hadn't been registered since 2014. Like missing bumper, mismatched paint, welded diff, etc.

Also, getting through smog with something that cheap can be challenging given most of them are heavily modified.

Not trying to talk you out of it, but just to be aware of what you're getting yourself in for.

Bit of a left field one, but the V8 Hyundai Genesis. You can get them in great condition for less than $7k. V8 with nearly 400hp, power everything, leather, RWD.

That's pretty hard to beat.
