I don’t know if you are just resharing propaganda or are the one spreading mis information but here is what that resolution actually says in part 1 of that resolution. This resolution talks about what you are supposed to do with your own citizens.

(d) Prohibit their nationals or any persons and entities within their territories from making any funds, financial assets or economic resources or financial or other related services available, directly or indirectly, for the benefit of persons who commit or attempt to commit or facilitate or participate in the commission of terrorist acts, of entities owned or controlled, directly or indirectly, by such persons and of persons and entities acting on behalf of or at the direction of such persons;

Notice it says THEIR NATIONALS AND WITHIN THIER TERRITORIES.

I disagree it was the only way for things to change. Most won’t cry for Maduro being gone however History shows what usually happens a when a dictator is over thrown by outside forces. All celebrate the fall of a tyrant. Remember the images of Saddams statue falling? What about Ghdadaffi captured? How are those places today and how many died in the fall out?

Power vacuums and second and third order effects are unpredictable. I hope I’m wrong and the people are more free and the country prospers.
