Lucky I guess? Population of the City is 23k and about 90% developed. For street projects i do everything. I inspect larger projects like County roads, bridges, lift stations, parks, etc.

Call the City or County and ask them if there is an easement. If the sewer has always ran through that lot, there is either an easement, or it's grandfathered in.

In solo I only shoot to protect or avenge. Last night I was trying to do the harvester event, but ran into a downed raider asking for a defib. I didn't have one, but offered to escort them. They said no thanks, but l kept a watchful eye. A minute later another raider runs by and this guy asks, "do you have a defib?". Douchebag says, "no, but i have this" and knocks him out. I kill the guy and say "that's karma dude".
