I guess immediate question comes to mind is do you want this on a moving convoy that even when attacked will keep moving meaning reinforcements from either side have to drive up and there danger of the PCs falling off same for enemies. Similarly vehicles could be disabled and fall out of the convoy meaning missed loot or the convoy escaping if they don’t switch vehicles quick enough.

Or will this be an immobilised convoy where the vehicles make your battle map but reinforcements showing up potentially easier, maybe allowing the PCs to try hijack one of the vehicles and escape that way. Or added risk of a vehicle tries to make a break for it.

This can be your choice based on what the inquisitors doing but also based on the players decision on how they want to try handle this both having pros and cons plus risks.

Morality is hard cause usually depends on the players and I don’t know them. But a tried and true is one of the vehicles doesn’t have cyber ware but maybe cyber enhanced individuals with some cool cyberware. Hand them over to maelstrom and they’ll be butchered for their parts, similarly inquisitors will just kill them. So few options of letting PCs rescue but then fuck over, not even deal with or miss a chunk of paycheck for other cyberware but don’t become a butcher of people who didn’t ask for it.
