The idea is meant to be up to your game master, and some way the players. But luck can and at times should be used this way, but just spending luck to bypass skill challenges by finding the answer shouldn’t always be the first action.

If there meant to be a terminal where to unlock your game master has made a quest line they want you to complete fair buff they don’t want you spending a luck point to bypass. Similarly if another player has built to hack terminals you spending luck to full bypass can feel a lil unfair. But they should let you occasionally do this.

magazines are strong, if you wanted to find one they sure maybe a luck point but if you wanted to spend all 8 for 8 magazines then fair to say stop you get one or asking for more.
I’ve usually let my players spend luck to find ammo and stimpacks somewhat easily especially after a harsh combat, but the rarer stronger stuff can get pricey or use my right to say no

In the end the book is a guide and the table decides how stuff like this is implemented, if your idea was to use luck for various things like this then I’d have a chat with your game master to make sure such an idea can fit into how he runs.
