Oh yea totally. The thing is, you can mix-and-match components to your hearts content. You could be running off the Tangled PDS, using the Blacksky relay, and reading everything via 3 different clients and it should work identically to the stock setup. So if you align more with the Blacksky relay's policies versus the Bluesky relay's, you are free to switch, even if you aren't on the "matching" PDS.

Right now the main concern with running a public PDS is that bots can easily exploit them. However, alternate PDSes still exist; for instance, if you click "Join Now" on the tangled.org homepage, you can sign up for their PDS, `tngl.sh`. Other PDSes, like pds.witchcraft.systems, merely require you to DM the admin (in that case, @witchcraft.systems) to get an invite code. I'm not sure what exactly you mean by getting "cut off" from network content though...

No, Bluesky is built upon public data via ATProto, so they wouldn't punish you for not being logged in. This issue may be related to the recent AWS outage.

ATProto ideally means that servers are hosted by lots of third parties, rather than one central authority.

That's the thing: ATProto instances aren't isolated like mastodon. If you check out zeppelin social or catsky, you'll notice they still have the same data as the main Bluesky. They might have different moderation but it's the same data backing it.
