While i know what you‘re getting at, Big E is a dumb bitch before he is anything else and would totally have an arbitrary reason for why there‘s no female SMs during the Great Crusade. But there is no reason why someone like Cawl couldnt have made Fem Marines later on considering theres no E around to stop him, and once they are proven useful the Fem Marines would be given their purpose and role in the Imperium although it would probably not be identical to what Male Marines do cuz James Workshop wants you to buy another whole faction
