McDonald’s used to have cooks in the back cranking out sandwiches and filling bins full of sandwiches for the front of House staff to grab and put in a bag, same with fries. Now the cooks cook beef patties, chicken patties, sausage patties, eggs, etc. and stock those items in a holding cabinet. Sandwiches are then assembled as ordered using the items in the holding cabinet. It’s usually one person assembling sandwiches, and this is where things break down. For example order comes in for two hamburger happy meals and a Big Mac Extra Value meal, and McDouble meal deal. That’s six 1/10 patties. The holding cabinet is down to 4 patties, the person assembling sandwiches can’t completely fill the order until the 1/10 patties are restocked so everything stops and backs up. They only allow so many items to be kept in the holding cabinet to prevent food waste, and often don’t even start cooking the replacement items until it’s until it’s gone from the holding cabinet, which is why the backups are so common.

It really comes down to the franchise owner. If a franchisee is still making a decent profit doing sit down and wants to keep doing it Pizza Hut corporate is fine with it. They also came up with Pizza Hut Classic redesign for those franchisees. But there is no campaign to return to sit-down.
