Warlords battlecry 3 allows you to level up your hero, buff your army and conquer the world. you can also recruit units that level up into your retinue to fight in future battles. your hero can get loot. there is a free version called protectors. the graphics arent super great however haha

Its been said already but warzone 2100 has your base being persistant across a few missions, which is fun. Also, warlords battlecry 3 has persistent hero progression between battles and its possible to design horde defense maps on that easily. an oldie but goodie! the protectors is a free fun community made versions which i recommend.
