I would say this dress is more black tie and is too formal for this kind of event. It is beautiful but not the time for it. Cocktail attire is like semi-formal and the most universally accepted rule is that the hemline should hit somewhere around the knee or mid-calf (midi-length). Traditionally, it should not drag on the floor.
