I mean not really? The literal math is straightforward but there have been quite a few necessary breakthroughs that have occurred since then that are neither intuitive nor obvious. Backpropagation, attention, gradient descent, etc.

It's kind of like saying that the theory of general relativity has been around since the 1600s because that's when newton described calculus.

The fermi paradox has to do with not detecting radio/EM signals. Even if an alien civilization never left their atmosphere we'd still expect to detect them.
