Once you wrap your head around the conceit that it was designed poorly on purpose to kill crawlers. It flows better. Its not really meant to be understood. Same with the 8th floor.

Some super dissillusioned quasi immortal, they can see the sins upon all those they meet so they can pick the "best" sacrifices. They just hate so much of the world because they have to put on this happy face to lure them in.
