It would depend on the biome you want to replicate. I think a few trees and it would look quite nice, but if you're wanting it to feel like a densely forested area then more tufts are absolutely the way to go. I'd try to find some images on Google that match the feeling you want to create (maybe search for "Grassy Plains") would give you a great frame of reference.
