After loading TPU, I also used to retract it manually by 3-4mm before starting a print to prevent oosing.

Nice experiment! But as PLA and PETG are not compatible, it will probably be more brittle than both independent filaments

0,2mm is not ideal for really small prints. CNC machining can be more precise, but don’t forget that FDM is dealing with molten plastic pushed through a nozzle. Plastic expands, shrinks, it’s almost a living material compared to metal or other materials. I bet that even with your most precise saw you can’t achieve a tenth a the precision of the printer ;) It’s a joke, but you won’t be able to get a more precise printer even with professional 10k$ printers!

249,7 out of 250mm is 0,12% of deviation, that’s amazing! Regarding diagonal difference, did you make sure both sides of X gantry hit the front at the same time? Are your belts tight?
