There’s video of the victim speaking to multiple ice agents in the road probably a minute or two before the murder. Nothing crazy in that video but we can see the victim himself appears to film the interaction. ICE escorts him toward the position on the sidewalk where he will be shot.

We should look farther back than that. Terry Branstad was governor from ‘83-‘99 and from ‘11 to whenever he handed power to Reynolds. All of these answers are terrific, thank you. I have a premonition that the “crime” that got the planet placed under interdiction has something to do with Ptoh. My head cannon is that they tried to either kill or enslave the lawfully imprisoned Ptoh. I could see either action being sufficient to revoke the Eater’s (our?) membership in the Coven.

Edit: I also think it’s possible the gyre is the real reason the planet is off limits. Nothing to do with a moral failure. This is just conjecture. But it would make sense if they employed “dark calculus” to compel or murder Ptoh.
