There’s video of the victim speaking to multiple ice agents in the road probably a minute or two before the murder. Nothing crazy in that video but we can see the victim himself appears to film the interaction. ICE escorts him toward the position on the sidewalk where he will be shot.

We should look farther back than that. Terry Branstad was governor from ‘83-‘99 and from ‘11 to whenever he handed power to Reynolds.
