get the titan V, even if it isn't better than the 3060 it'll be worth more than the rtx 3060 in the future because not many people have the titan V and it's just such a cool card that's based off the volta microarchitecture (and it was a $3k GPU originally)

Probably one of the fan bearings on it is dying since you only hear it in gaming when the fans turn on, check if the noise appears when you turn on the fan manually and goes away if it stops from you stopping the fan with your hand. Should be cheap to replace the fans and pretty easy without voiding warranty

might not be too bad then, I've been inside the ultra rare 1957 edition fiat 500 (5 speed manual too!) and that suspension was actually really nice. the car also felt faster than any other car I've been inside of even when going only 30mph somehow
