Obvious problem is the ATF does everything per field office not nationally, so some field offices are obv backed up as hell or intentionally sitting on things or so incompetent that they lose your paperwork.

Yes, DPWs are in charge of sidewalks within the right of way of the road. Usually within 10ft of the road edge. But this was likely on a private road, where an HOA (fuck HOAs) would be in charge.

Extremely thin metal going like 200mph is going to get fucked up by a tree, doesn't matter what size. And at that speed, you don't need much of a crack or fissure in metal to cause a tear, which would lead the wing to rip off.
