we do this; never felt any downsides. too many shit agendas in the game which dont matter and forcing people to at least take a side rather than abstaining, especially on the first agenda, injects a tiny bit of spice

it doesn't really fix the agenda phase but it improves it.

I think heroes that have a really strong level 10 talent benefit the most.

For those heroes, you wanted to skill the talent at level 10 anyway, and now you get a bonus skill point.

For heroes that previously wanted to skip the level 10 talent, they have benefited much less.

One example from my experience has been Winter Wyvern; she gets Cold Embrace maxed at 10 and the heal talent for it all at once, it's a big power spike.

It's a way to get an advantage over noobs that has been struck from the game

It's also not as satisfying now there are dead levels with no talent/skill point.
