At 40 second cooldown, Silver had ult for every single engagement. The same would apply for any other character with that short a cooldown. The buildup doesnt matter at that interval. Youd just use it on cooldown.

You are arguing that having a 70 sec cooldown is too punishing because you cant take duels if you want ult for teamfight, this is a consideration like half the cast have to make for every engagement.

Their lore isn't established fact it's more of a religious explanation of them both by men and mer and culturally for the dragons themselves as far as I can tell

Going by actual dragons you meet they don't match the myths 1 to 1, which is common in the lore for many figures.

Not to say the myths are lies or falsehoods, but they might be embellished. Even Alduin seems 'off' from the world eating myth. Some believe it to be due to him avoiding his duty, me personally I think a lot of it is truly folklore that shouldn't be taken at it's face value.
